Assalamu’alaikum Wr. Wb, 

Firstly, I would like to say thank you very much for the Master of Ceremony and commitee who have given me the opportunity to deliver this English speech in front of you all today. It is a great honor for me to stand here and give a brief speech on the title 

Corruption, Collusion and Nepotism

Among Government officers 

LADIES AND GENTLEMEN, 

Definition about corruption, collusion and nepotism by some experts are different depends on their points of view. According to Geddes and Grosset in Webster’s new English dictionary:Corruption means dishonest in satisfying your wants, and buying luxuries with illegally obtained money such as money laundering, graft, etc. While, Collusionmeans act in work together to do something illegally in taking benefits. And Nepotism means the practice to favor a group or person who is a relative when giving benefits based on the concept of familism. 

LADIES AND GENTLEMEN, 

Well, one of great problems in our country is moral crisis. Based on the data from International Human Rights and Corruption Organization the second position on the list of most corrupt country in the world is Indonesia while the first position is Nigeria. Based on the data above means these cases become a culture and systemic. Most of those behaviors happened among government officers so that it could not be reduced in theshort period of time. How pity we are. The latest case is about the Gayus Tambunan cases. He is a government tax officer which expected in graft of money Rp 28 billion which Gayus Tambunan receipts as graft from the taxpayer who want pay less. It’s so regretted. Why does it happen, ladies and gentlemen? Let me analyze the caused: 

1. It caused of moral crisis (lack of faith) and less education. Moral and education are very important thing as base of life to control ourselves to do criminal. If the government officers have moral crisis and less educated, they will be easier to do criminal behaviors and less aware to prevent them in local government. 

2. Condition of Economic. 

Low economic development makes societies become stress because they have to fulfill their expensive daily need while their incomes not balance with their outcomes. In the other words, salary scales of government officers are still low. So, they fulfill their desires illegally by doing corruption, collusion and nepotism. 

LADIES AND GENTLEMEN, 

We have to blame officers if they become corrupt and send them to the jail, say zero tolerance to corruption. As our president SBY said give me 100 coffins, 99 for sending to corruptors and the last coffin for me if I make corruption practice. So, let’s remove corruption, collusion, and nepotism among government officers. Well, there are some ways to remove them: What are they, ladies and gentlemen? 

1. Increasing the quality of religion education by giving spiritual lesson for government officers regularly. 

2. Doing Job rotation, build commitment to apply the transparency and accountability then report it to supervisor, and increase the salaries of government officers with appropriate salaries 

LADIES AND GENTLEMEN, 

Before ending this speech, Let me conclude the essential points of my speech: 

1. Corruption, collusion and nepotism among government officers damage our country. They make fair income distribution, lack of productivity, lack of initiative and creativity to work, etc. So, let’s remove them and say zero tolerance to corruption, collusion and nepotism. Corruption is evil, kill corruption 

2. Corruption, collusion and nepotism are criminal behavior and have great consequences. They can make less of social interaction, our families fell shy, stress and societies hate us as well. Besides, the consequences not only deal with the police and criminal court but also the responsible in hereafter. 

Be aware!!! Be aware and be solid country 

I think it’s completely enough for me to these points. The wrong utterances are caused by limitation of my ability and the right one is merely from Allah SWT. So, I beg your pardon, finally I say Wassalamu Alaikum Wr. Wb

1. What is the consequences for our country if the government have low education? do corruption,, negative effect of corruption 

Thank you very much, I will try to answer your question 

It can not be denied that low education, it means lack of faith. Education is very important thing as base of life to control ourselves to do criminal. If the government officer have low educationthey will be easier to do criminal behaviors such as corruption, collusion, nepotism and less aware to prevent them in local government. In other side, it can influence the economic development of country. Have low education make government can not face the great competition in free trade era. As we know that our country is in ASEAN_CHINA free trade era. It requires the combination process of economic, financial, sociocultural and political forces globally. That’s a real challenge for us. It needs abilities in all aspects of life to face competition and overcome the problems of free trade era. We can see , in progress country such as AS, Japan, Malaysia, Singapore, they make education become the first thing that should be increased. They improve education system, increase salaries of educators and build commitment to apply the transparency and accountability 

We can image that if the governments have low education otomaticly our country will damage. It can make fair income distribution, lack of productivity, lack of initiative and creativity to work, etc. They can make less of social interaction, our families fell shy, stress and societies hate us as well. Besides, the consequences not only deal with the police and criminal court or law but also the responsible in hereafter. 

2. Who is receipt graft of money from Gayus Tambunan? 

It can not be denied that graft of money is a great problem because it becomes a culture and systemic among goverment officers. We can see many others corruption and graft cases such as Anggodo cases, bank century cases, Chandra and bibit samadriadi cases, and the latest cases is Gayus Tambunan, etc. Some of recipients about graft money from Gayus T are policemen, they get about Rp 11 billion, attorney gets about Rp 5.6 billion, Judge gets about Rp 5.2 billon, lawyer gets about Rp 5,2 billion and Gayus T gets about Rp 1,5 billion. 

3. How do you apply job rotation in removing corruption? 

To apply job rotation in removing corruption is doing mutation regularly about 2 or 3 years. By doing mutation regularly can limit the government officers to do corruption, collusion and nepotism because they are given short time of duty in one of instance, while build commitment to apply the transparency and accountability then report it to supervisor. For simple example, the headmaster of SMP 1 Belopa is mutated to SMP 2 Belopa when he/she become a headmaster as long as 2 years. And the headmater of SMP 3 Belopa is mutated to SMP 4 Belopa.etc. 

4. As we know that most of government officers are educated people and know much about religion, even though they still do criminal behavior (corruption, collusion and nepotism). How do you increase the quality of religion education of government in giving spiritual lesson? 

To increase the quality of religion education of government in giving spiritual lesson is giving personal approach while giving spiritual lesson continually. People who have high education it don’t mean they have good attitude/behavior and people who know much about religion education it don’t mean that they are faithful people. In my point of view faithful people are people who can apply the religion knowledge and their knowledge itself. So, build personal approach by doing several kinds of religion activities among government officers regularly such as pengajian, doing weekend of sejuta Al-qur’an, etc. In order that they aware their behaviors, and aware the negative effect of corruption, collusion and nepotism 

5. The statement of SBY just slogan, because may be he is involved ( include) in the back position of corruptors. What is your opinion about that? 

In my point of view, We have to blame officers if they become corrupt, who they are and send them to the jail, say zero tolerance to corruption even though he is our president. corruption collusion and nepotism is a great problems, that’s not only the duty of government but also the duty of societies to control. Our president SBY give statement about that ( give me 100 coffins, 99 for sending to corruptors and the last coffin for me if I make corruption practice ) because he has commitment to remove corruption, We can see many others corruption and graft cases raised such as Anggodo cases, bank century cases, Chandra and bibit samadriadi cases, and the latest cases is Gayus Tambunan, etc. That’s caused of SBY’s statement. Even though we still don’t know the ending of the cases. Are we get the true fact? or just still no solution and no punishment for them. They free to go anywhere. But it can not e denied that possible thing can happened. Maybe he is involved in the those cases and let’s investigator look for the fact and if he is involved, send them to the jail, say zero tolerance to corruption. Corruption is evil, kill corruption and if it’s important give died punishment to corruptors. Don’t see who say the statement but see what he said.
